Careful now: /usr/share/doc is defined but /usr/share/HOWTO is not.
I suggest we comply with the standards : /usr/share/doc/HOWTO

Putting HOWTOs in /usr/share/doc/HOWTO (LDP as well as OSWG)
would make sense, be diplomatical and also technically correct
as well as be the place people expect to find them.

Again I think it should be /usr/share/doc/HOWTO to be FHS compliant.
note that this location as well as /opt/ldp still means some sort
of package has to be made (deb, rpm, tgz etc) and that
user installed is independent of packaged.
