Lynx :).

I'm in favor of using png. Since we have alt tags those browsers which
don't support png will still work. It's the more appropriate format for
the types of images we're using.

OTOH, someone could go out with a digital camera and get pictures of
appropriate road signs for us to use as jpegs :).
