I think it's fairly safe to assume, yes :)

I think it's important to realise that it is /usr/doc/HOWTO, not
/usr/doc/LDP.

If I were packaging the OSWG documentation I would be putting HOWTO
documents from it into /usr/doc/HOWTO.
As it is most distributions create their own index files. It's even
possible that the people currently packaging LDP documentation might opt
to create a package that combines both LDP and OSWG works.

I think it's relatively easy to produce a cohesive end result without
the end user knowing that one has come this repository and another from
some other.

I personally think it's unnecessary for the LDP to do it. It *might* be
considered convenient to do so by the distributions, it might not.

As many as think documentation is important to their distribution.
They don't have to be subscribed here to be aware of the work of the
OSWG.

Sure, that's a solution they might find attractive, if it is done
properly.
