nysOpenData: Convenient Access to NYS Open Data API Endpoints

Provides helper functions to access datasets from the NYS Open Data platform <https://data.ny.gov/>. Functions return results as tidy tibbles and support optional filtering, sorting, and row limits via the Socrata API.
